Almost all land deeds in the city have a “red Garuda” emblem. Deeds with a red back are Nor Sor 4 documents that specify a prohibition on transfer within a period of 5-10 years.
A land utilization certificate, or one with a black Garuda emblem, is a government-issued document without a precise land survey. Buying and selling these certificates carries risks. “Land Utilization Certificates” of the Nor Sor 3 and Nor Sor 3 Kh types—simply put, these two do not have aerial photographs and are not land title deeds. They serve as a certificate of ownership, but if you wish to sell, you must wait for a 30-day government announcement.
This document will only be used on Certificates of Utilization of Land Type Nor Sor 3 Kor. Nor Sor 3 Kor is issued using aerial photographic mapping and is not a land title deed. It serves as a certification from an official stating that the land has been utilized. Therefore, because it is not a land title deed, it cannot be bought, sold, or mortgaged. It is not possible to apply for conversion to a land title deed. Remember, the green Garuda seal indicates Nor Sor 3 Kor.
This type of land is “non-buyable,” I repeat, non-saleable. Many people are deceived into buying this type of land, which is actually unsaleable. It’s land issued by the government for agricultural use only, by the “Agricultural Land Reform Office.” However, a 99-year lease agreement can be made, and it can be inherited by heirs. But I don’t recommend buying land with this colored Garuda emblem.
